The baseline is wrong: How debt sustainability analyses used in the EU ignore climate change

In this paper, we show that European fiscal rules largely ignore economic impacts from climate damages, as well as from the climate policies needed to satisfy European climate targets. We then show how DSAs can account for these impacts.
